Enrollment Guide 2010-2011 All employees will have an opportunity to choose the health plan that best suits their needs during open enrollment from May 3 through May 19, 2010. What's Changing? STATE BENEFITS Medical and Prescription Drug Program changes including Infertility Services, Bariatric Surgery, Imaging and Prior Approvals, Virtual Colonoscopy, Speciality Medications and Step Therapy Program changes are outlined in the “What’s New Fact Sheet” the State of Delaware mailed to your home on April 19, 2010. The Patient Protection and Affordable Health Care Act (H.R. 3590) legislation recently signed into law by President Obama, is being reviewed by the Statewide Benefits Office. As soon as the necessary processes to implement the changes impacting the State’s health care plan are in place, employees will be notified of their opportunities. This legislation includes a number of changes that will phase in over a period of time. Some appear to become effective as early as this year, while others will not be until 2018. The most popular question is regarding children being covered to age 26. As soon as timing and eligibility requirement details are clear, the Statewide Benefits Office will provide guidance and direction to all employees. Confirmation Statements will no longer be mailed to employees following Open Enrollment. The State of Delaware will require employees to access their “07/01/2010 Benefit Summary” from the Employee Self Service Website (refer to your eBenefits Quick Reference Guide and bottom of Page 3) by June 4, 2010. DISTRICT BENEFITS - There are no changes to the District’s benefit plans.
