Enrollment Instructions

If you are making any changes to your benefits this year, you must enroll during the Open Enrollment period by 4 p.m. on Wednesday, May 20, 2009. Follow the instructions below.

The Open Enrollment period is your only opportunity to make benefit elections for the upcoming year unless you experience a life event, such as marriage, divorce, birth or adoption of a child, or a change in your or your spouse's employment status during the year. If you experience a life event, you will have 30 days to make changes to your benefits. If you don't contact the Employee Benefits Office within 30 days of the event, you will have to wait until the next open enrollment period.

Online Enrollment Instructions

Please have the following information available to enroll online using the eBenefits tool.

  • Your Social Security Number, Employee ID and Birthdate
  • The names, Social Security Numbers, addresses and birthdates for each of your dependents and beneficiaries
  • Your provider if you are enrolling in Aetna or Blue Care health coverage
  • Your spouse’s employment and medical coverage information, if covering your spouse on a medical plan
  • Check dependent eligibility below and delete dependents online if not eligible by clicking on the Add/Review Dependents button (see page 3 of the eBenefits Quick Reference Guide)

1. Go to the Christina Home Page. Here you will find information about your State and School District benefits including medical, dental, prescription drug, vision, life, Blood Bank, LTD, Flexible Spending Accounts, and State supplemental benefits. You can also access the forms you need to complete and the various vendor sites.

2. Click on Benefits Enrollment on the left navigation bar. (This will link you to the State’s eBenefits online enrollment website at at https://phrstrapd.spo.state.de.us/login.html)

3. eBenefits Sign In screen open.

4. Enter UserID = EMPLID (EMPLID = Employee ID# found on your paycheck stub/direct deposit advice.)

5. Enter Password (Password – de$mmdd####)
de = de , $ = $ , mm = your birth month , dd = your birth day , #### = last 4 digits of your SSN

6. Click Sign In

7. At this point, you can use the eBenefits Quick Reference Guide pages 2-4. This Guide was enclosed in your State open enrollment materials mailed to your home.
